Neither is simply "better," because they suit different travellers. Pamukkale is quieter, with only a few balloons in the sky, and it is often cheaper than Cappadocia for a similar flight. Cappadocia is the busier, pricier choice built around the image of a hundred balloons rising together. If you want calm, space and value, Pamukkale is the stronger pick. If you want that packed-sky photo, Cappadocia is worth the extra. Many travellers do one of each on the same Turkey trip.
